CHARTER OF UZBEKISTAN YOUTH UNION
CHAPTER I. GENERAL RULES
1.1. The Youth Union of Uzbekistan (hereinafter referred to as the Union) aims to form a physically healthy, mentally mature and intellectually developed, independent-thinking young generation, to protect young people from external threats and the harmful effects of "mass culture", It is a non-governmental, non-profit organization uniting the youth of Uzbekistan, formed by individuals in the organizational and legal form of the union in order to provide all-round assistance and create conditions for the protection of the rights and legal interests of young people.
The union was re-registered on June 1, 2012 under the name of the youth social movement "Kamolot" of Uzbekistan, and it was issued with certificate No. 653p.
The Union is the legal successor of the youth social movement "Kamolot" in terms of all rights and obligations.
1.2. The Union conducts its activities in accordance with the Constitution of the Republic of Uzbekistan, the Laws of the Republic of Uzbekistan "On Non-Governmental Non-Commercial Organizations", "On Guarantees of the Activities of Non-Governmental Non-Commercial Organizations", "State Policy on Youth" "On" and other regulatory legal documents regulating the activities of non-governmental non-profit organizations and this Charter.
1.3. The Union performs its activities based on the principles of voluntariness, legality, transparency, equal rights of members (participants) and self-management.
1.4. The union acquires the status of a legal entity from the date of state registration and has the right to own property and is liable for its obligations with this property. can have and exercise property or personal non-property rights, assume obligations, be a plaintiff or a defendant in court on behalf of z. The union will have a round seal with its full official name in the state language, a stamp, forms, and its own symbol registered by the Ministry of Justice of the Republic of Uzbekistan.
1.5. The members of the Union are not responsible for the obligations of the Union, and the Union, in turn, is not responsible for the obligations of its members.
1.6. In accordance with the legislation of the Union, separate units that have the status of a legal entity in the territory of the Republic of Uzbekistan and operate according to this Constitution and Regulation on territorial structural structures, that is, the Union Republic of Karakalpakstan, regions and the city of Tashkent has the right to establish regional units (hereinafter referred to as regional councils) and city and district local units of the Union (hereinafter referred to as local councils).
1.7. The permanent executive body of the Union is located (postal address): Tashkent city, Shaikhontohur district, A. Navoi street, 11.
1.8. The Union carries out its activities in the territory of the Republic of Uzbekistan.
1.9. Full name of the union: in Cyrillic script in the state language - Youth Union of Uzbekistan; in the state language in Latin script - Youth Union of Uzbekistan; in Russian - Soyuz molodeji Uzbekistana; in English - Uzbekistan Youth Union.
CHAPTER II. GOALS AND DUTIES OF THE UNION
2.1. The main goal of the Union is to deepen the democratic, political and economic reforms implemented in the country by young people, to strengthen peace and harmony in society, to involve Uzbekistan in the process of joining the ranks of developed countries of the world, and to ensure the effective protection of the rights, freedoms and legal interests of the young generation. - raising the moral and professional level of girls, helping them realize their intellectual and creative potential.
2.2. The main tasks of the Union are as follows:
- young people who are competent, independent thinkers, who have their own life position and firm beliefs, who are able to occupy a worthy place in the life of the society, to be a decisive force and support in the processes of reforming and renewing the country. formation, raising of their political culture, legal literacy and legal consciousness;
- educating young people, especially non-organized youth, in a spiritual and moral sense and in the spirit of military patriotism, forming in them historical memory, national pride and sense of identity, involvement in current events, respect for national and universal values;
- to protect the rights and legal interests of young people, to support their aspiration to acquire modern professions, to involve them in entrepreneurial activities;
- to support talented young people, to create conditions for them to realize their creative and intellectual potential, and to involve them in scientific activities;
- formation of a healthy lifestyle, ecological culture among young people, especially non-organized youth, and wide involvement of them in regular physical education and sports;
- to protect young people, especially unorganized youth, from the influence of religious-extremist and other destructive organizations, from negative influences and threats coming from abroad under the guise of "mass culture", to prevent and prevent delinquency and crime among young people approval etc.
2.3. In order to fulfill the tasks listed above, the Union may adopt a program of appropriate measures in various areas of its activity.
CHAPTER III. RIGHTS AND OBLIGATIONS OF THE UNION
3.1. The rights of the union are as follows:
- to take initiative on various issues of public life, to submit proposals to state authorities and management bodies;
- participation in the development of decisions of state authorities and management bodies in accordance with the procedure established by legislation;
- dissemination of information about their activities;
- establishment of mass media, publishing and printing activities;
- Organization of business entities in order to fulfill the tasks specified in the Charter;
- establishing their own symbols;
- conducting meetings, meetings, events, conferences, seminars and roundtable discussions on the issues of their activities;
- to open its regional structures in the territory of the republic in accordance with the legislation.
The Union may have other rights provided by law.
3.2. The obligations of the Union are as follows:
- compliance with the requirements established by law;
- ensuring openness of information about the use of one's property and funds;
- to allow the registration body of the non-governmental non-profit organization to participate in the events it is conducting;
- to submit reports on their activities to the registrar, tax and statistics authorities in the prescribed manner.
The Union may have other obligations provided for by law.
CHAPTER IV. UNION MEMBERSHIP
4.1. Legal entities and individuals can become members of the Union in accordance with the procedure specified in this Charter.
4.2.
Citizens of the Republic of Uzbekistan and non-citizens living in the Republic of Uzbekistan who are 14 years old and under 30 years old and who express their desire to support the Union's goals can become members of the Union.
4.3. If a member of the Union who is a natural person is elected to the leading bodies of the Union, 4.2 of this Charter applies to him. The age restriction provided for in the paragraph does not apply.
4.4. Admission and withdrawal of individuals to the Union is carried out by the General meeting of the primary organization of the Union, as well as by the meeting of the Council of the primary organization (if the Council is formed in the primary organization).
4.5. The decision of the relevant governing body of the Primary organization to accept and withdraw individuals is final and does not require approval by the higher bodies of the Union.
4.6. Non-governmental non-profit organizations in the field of youth and enterprises, institutions and organizations related to the field of youth, as well as other legal entities whose founding documents do not conflict with the Charter goals, tasks and program documents of the Union may become members of the Union.
Legal entities and individuals submit an application with appropriate content for admission to membership in the Union.
4.7. Legal entities are accepted and removed from the membership of the Union based on the decision of the meeting of the local or regional councils of the Union.
4.8. The membership of individuals in the Union may be canceled in the following cases:
- According to the application of a member of the Union;
- When the age of the member of the Union exceeds 30 years (except for the persons elected to the elected bodies of the Union);
- When a member of the Union commits actions contrary to this Charter and the laws of the Republic of Uzbekistan;
- When the activity of the Union is terminated.
4.9. The decision to exclude individuals from membership in the Union is made by the General meeting of the primary organization or the Council of the primary organization.
4.10. Members of the Union have the following rights:
- to express their opinion freely during the discussion of issues in general meetings, conferences, Congresses, meetings of the Union's governing bodies and printed periodicals of the Union;
- participate in the development of decisions of elected bodies of the Union personally or through their representative;
- Election and election to the elected leading bodies and supervisory bodies of the Union;
- To receive information about the activities of the Union bodies, to participate in the activities of the Union bodies and express opinions when discussing the issues that concern them;
- Participation in the activities of the Union within the framework of the Charter and Program, applying to any leading body of the Union with applications and suggestions.
4.11. The main obligations of the members of the Union are as follows:
- Participation in the implementation of the Charter goals of the Union;
- increasing the influence and prestige of the Union among young people and in society;
- Implementation of decisions of general meetings of leading bodies of the Union, primary organizations, as well as Council meetings;
- Active participation in the activity of the primary organization of the Union.
CHAPTER V. UNION STRUCTURE, GOVERNING BODIES AND THEIR AUTHORITIES
5.1. The leading bodies of the Union include:
- Congress;
– Central Council;
– Executive Committee of the Central Council;
- Central Control and Inspection Commission.
5.2. The Congress is the supreme governing body of the Union. In order to listen to the reports of the Central Council and the Central Control-Inspection Commission and make decisions on them, the reporting Congress shall be convened at least once a year, and the authorized Congress shall be convened at least once in five years in connection with other powers specified in this Charter. The decision to call the congress is made by the meeting of the Central Council. The decision to convene the congress is considered to be adopted if at least two-thirds of the members of the Central Council vote in favor of it. The decision to convene it and the agenda will be announced at least two weeks before the Congress.
5.3. An extraordinary meeting of the Congress may be called by the decision of the Central Council meeting, as well as by the Central Control-Inspection Commission or at the request of at least ten percent of the Union members.
5.4. The Congress has the right to consider all issues related to the activities of the Union and to make appropriate decisions on them.
The authority of the Congress includes the following:
- Approving the new Charter and Program of the Union, making changes and additions to them;
- Making a decision on reorganizing the union and terminating its activities;
- listening to the reports of the Central Council and the Central Control and Audit Commission, making decisions on them;
- electing the members of the Central Council and the Central Audit Commission;
- Electing the chairman of the Central Council, his deputies and the chairman of the Central Control and Audit Commission.
Decisions on changes and additions to the Charter, reorganization of the Union and termination of its activities are considered adopted when two-thirds of the Congress delegates vote for them. Decisions on other issues are considered adopted if the majority of Congress delegates vote for them.
The Congress is considered competent to make decisions if two-thirds of the elected delegates participate in its work.
Congress delegates are elected at conferences of regional councils. The standard of representation of the delegates elected to the Congress, the election procedure, the agenda of the Congress and the date of its holding are determined by the meeting of the Central Council.
5.5. The Central Council is the governing body of the Union between congresses and is elected for a period of 5 years in a composition of not less than sixty-one members.
5.5.1. The chairman of the Central Council, his deputies, the head of the financial and economic department of the Central Council apparatus, the head of the organizational and personnel department, the rector of the Institute for the Study of Youth Problems and Training of Prospective Personnel, "Turkestan" and editor-in-chief of "Molodej Uzbekistana" newspaper, director of joint-stock company "Yoshlar" television and radio channel of the national television and radio company of Uzbekistan, and chairmen of regional councils.
The composition of the Central Council is in various fields, including education, science, culture and art, mass media, production and services, entrepreneurship and farming, sports, health and ecology, Armed Forces, law. - it should be formed at the expense of different categories of young people, including young people employed in law enforcement bodies and other various organizations. Also, representatives of partner organizations of the Union and persons with extensive experience may be included in the Central Council.
The Central Council should include at least two youth representatives from each region (the Republic of Karakalpakstan, regions and the city of Tashkent).
5.5.2. The Central Council:
- ensures the implementation of decisions of the Congress, implementation of program goals and tasks, compliance with the requirements of the Union Charter;
- acts on behalf of the organization to fulfill the rights and obligations of legal entities;
- The Central Council elects the composition of the Executive Committee and terminates the powers of its members before the term;
- The chairman of the Central Council listens to the half-yearly and year-end reports of his deputies, distributes work directions among them, terminates his powers before the deadline;
- Creates commissions and working groups on the priority areas of the Union's activity, listens to their reports from time to time, makes appropriate decisions based on the results;
- Approves the annual work plan of the Central Council and listens to the report on its implementation and makes appropriate decisions based on the results of the report;
- Approves the consolidated budget of the Union, the budget of the Central Apparatus and listens to the report on their implementation and makes appropriate decisions based on the results of the report;
- Approves the organizational structure and state units of the Central Office of the Union, regional and local councils, business structures established by the Union, mass media, including primary organizations with the status of a legal entity, payment and rewards for the work of employees. determines the procedure, form and amount;
- Approves internal regulatory documents of the Union;
- makes decisions on transferring some tasks under the authority of the Central Council to the discretion of the Executive Committee;
- relieves the chairman of the Central Council and his deputies who have failed to fulfill the powers and duties assigned to them between congresses, and elects the chairman of the Central Council and his deputies until the next congress, as well as expels the members of the Council from the composition of the Council until the next congress elects to membership.
It resolves other issues according to the laws, the Charter and the decision of the Congress.
5.5.3. The meeting of the Central Council is convened at least once every six months and has the power to make decisions if two-thirds of the members are present. Decisions of the Central Council are considered adopted if the majority of the members of the Central Council vote.
5.6. The Central Council elects the Executive Committee, consisting of at least fifteen members from among its members, for a period of five years to make quick decisions on issues related to the organization of the Union's activities. The chairman of the Central Council, his deputies, the head of the financial and economic department of the Central Council apparatus, the head of the organizational and personnel department, the rector of the Institute for the Study of Youth Problems and Training of Prospective Personnel according to the position of the Executive Committee , the director of the joint-stock company of the national television and radio company of Uzbekistan "Yoshlar" television and radio channel and others.
5.6.1. The composition of the members of the Executive Committee of the Central Council is determined by the decision of the Central Council.
5.6.2. The Executive Committee of the Central Council:
- Coordinates the activities of regional and other organizational departments of the Union, business structures, mass media and other organizations under its full establishment or under it;
- makes decisions related to the disposal of the property of the Union and its separate divisions, which are not included in the Central Council's authority;
- Makes decisions on the establishment and termination of Union units and approval of their constituent documents;
- ensures prompt decision-making on organizational matters, prepares the current work plan, organizes the study of the implementation of plans and decisions, listens to the reports of the executors, makes appropriate decisions based on the results;
- makes decisions on the implementation of projects in various areas of work specified in the Program of the Union;
- makes decisions on establishing cooperation relations with foreign and international organizations, sending and receiving delegations;
- convenes meetings of the Central Council, sets the agenda;
- reviews draft budgets of regional councils of the Union and recommends them for approval, listens to reports on their implementation, makes appropriate decisions based on the results;
- Brings to disciplinary responsibility the staff of the elected leadership bodies of the Union;
- approves internal labor procedures, job instructions of employees;
- Approves documents regulating the Union's internal activities;
- Makes decisions on the distribution and disposition of the property and funds of the Union and its divisions (except for the issues included in the competence of the Central Council in this direction), as well as the holding of grants, tenders and other competitions, as well as the inspection of the activities of subordinate organizations;
- Territorial and local councils of the Union cancel the decisions of the executive committee, which contradict the laws and the Charter;
- Establishes business structures to achieve the goals and tasks of the charter, supervises their activities and listens to the reports prepared by their leaders, makes appropriate decisions based on the results;
- Approves and dismisses the head of the financial and economic department of the Central Council apparatus, manager of affairs, chief accountant, heads of departments, heads of business structures of the Central Council, heads of mass media and chief accountants;
- solves other issues related to the decisions of higher bodies.
5.6.3. The Chairman of the Central Council calls the meetings of the Executive Committee and presides over these meetings.
In case the chairman of the Central Council is unable to fulfill his duties, one of his deputies performs his duties according to the decision of the Executive Committee of the Central Council.
5.6.4. The scope of duties and authority of the chairman of the Central Council includes the following:
- coordinates general activities within the framework of the Charter and Program of the Union;
- works without a power of attorney on behalf of the Union and the Central Council, represents the interests of the Union before all legal entities and individuals, as well as foreign organizations;
- directs the activities of the Central Council, its Executive Committee, deputy chairman of the Central Council and its staff, hires and dismisses staff;
- concludes contracts, including employment contracts, issues power of attorney, opens bank accounts and other accounts, uses the right of first signature on banking, financial and other documents, issues mandatory documents for all employees;
- resolves other issues within the Union's activities that do not fall under the authority of the Central Council and its Executive Committee.
5.7. The Central Control-Inspection Commission is the central control body of the Union.
5.7.1. The Central Control-Inspection Commission is elected by the Kurultay for a period of 5 years, consisting of at least eleven people and reports to it.
Control-audit commissions of local (territorial) structures are elected by the relevant report-election conferences in the composition of at least five people and report to it.
In this case, the Union's Central Control and Audit Commission has the right to control and audit the activities of the Union and its regional councils, business structures, and mass media of the Union. Based on the results of the inspections, he will prepare a report on the inspection and submit it to the meeting of the Central Council for consideration and appropriate decision.
5.7.2. The powers and tasks of the Union's Central Control and Audit Commission include the following:
- checking the implementation of the budget, the financial and economic activity of the Union and its structures;
- control over compliance with the provisions of the said Charter;
- Prevention of violations of legal documents in the financial, entrepreneurial and other spheres of Union activity;
- to make recommendations on stopping the decisions of the Central Council of the Union, sub-elected bodies and control-audit commissions in cases that are not in accordance with this Charter or the decisions of the Congress of the Union;
- Consideration of appeals of union members;
- Making proposals to eliminate identified deficiencies in the Union's financial and economic activity;
- To perform other powers according to the resolutions of the Congress.
When financial and economic activities are audited, all officials and state employees must submit the necessary documents to the Central Audit Commission at its request.
5.7.3. The members of the control and audit commissions cannot be members of the relevant elected governing body of the Union. Members of the relevant elected governing bodies of the Union cannot be members of the control-audit commission at the same time.
5.7.4. The members of the Central Control and Inspection Commission have the right to participate in the meetings of the leading bodies of the Union at all levels with an advisory vote.
5.7.5. The Central Control-Inspection Commission performs its activities on the basis of this Charter, resolutions of the Congress and the Regulation on the Central Control-Inspection Commission.
CHAPTER VI. STRUCTURE OF THE UNION
6.1. The structure of the Union includes:
- Central apparatus of the Union;
- Territorial structures of the Union;
- Local structures of the Union;
- Primary organizations of the Union;
- Enterprises, organizations and institutions, including mass media, in or under the full establishment of the Union.
Also, under the Union and its separate divisions, "Rainbow" branches (hereinafter referred to as "Rainbow" children's organization and its divisions) operating in the direction of children, respectively, will be established. "Rainbow" children's organization and its divisions are not considered a separate division of the Union. They are affiliates of the Union and its separate divisions.
The Union may establish its periodicals, publishing-printing enterprises, personnel training centers, business structures and other institutions operating on the basis of its founding documents in accordance with the established procedure.
6.2. Local and regional councils are formed in accordance with the administrative-territorial division of the Republic of Uzbekistan.
6.2.1. The highest governing body of the local and regional Council of the Union at the level of the relevant area is the relevant Conference held at least once in two and a half years. The conference is convened by the relevant local or regional Council meeting. The standard of representation of the delegates elected to the conferences, the election procedure and terms are determined by the meeting of the relevant councils of the Union.
The structure of participants-delegates of the Regional Council Conference will consist of delegates elected by the local Council Conference and representatives of legal entities admitted to membership by the regional Council meeting. In this case, the norms of representatives of legal entities admitted to membership by the meeting of the regional Council shall be determined by the meeting of the regional Council.
The composition of the participants-delegates of the local council conference will consist of delegates elected by the top management body of the primary organization and representatives of legal entities admitted to membership by the local council meeting. In this case, the rate of representatives of legal entities admitted to membership by the local Council meeting is determined by the local Council meeting.
6.2.2. The Local or Regional Council Conference:
- hears and approves the report of the relevant Council for the reporting period;
- defines the main directions of the future activity of the relevant Council;
- listens and approves the report of the relevant Control-Inspection Commission;
- elects the members of the relevant Council meeting consisting of at least twenty-one members and the control-audit commission consisting of at least five members for a period of two and a half years;
- elects the chairman of the relevant Council and his deputies for a period of two and a half years;
- considers other issues within the scope of its authority.
6.2.3. The regional and local Council of the Union is governed by the respective Council meeting elected for the period between the Conferences. Meetings of the Council shall be held at least once every six months and shall be convened by the respective Chairman of the Council.
6.2.4. The powers and duties of the meeting of the local or regional councils of the Union are as follows:
- making decisions on ensuring the execution of the tasks given by higher authorities;
- to form commissions and working groups from among its members in order to coordinate the activities of the relevant Council and organize its work, to distribute the areas of activity among its members, to hear reports on their execution and make relevant decisions on their results acceptance;
- To elect the chairpersons of the relevant local or regional councils in agreement with the Union's central apparatus, if necessary, between conferences;
- Approving and dismissing heads of departments of the relevant Council apparatus, heads of organizations (enterprises, institutions) under the care of the Union in agreement with the central office of the Union;
- Approving the annual work plan of the Council and the report on its implementation, making relevant decisions;
- Approving the budget of the Council and the report on its implementation, making relevant decisions;
- Admission and expulsion of members to the Union as a team;
- solving other issues included in the scope of authority in accordance with the decision of higher authorities.
6.2.5. The meeting of the local or regional Council of the Union is chaired by the chairman of the respective Council.
6.2.6. The rights and obligations of individual units of the Union, their rights in property management, the procedure for their organization and liquidation, and the detailed provisions on the governing bodies are recorded in detail in their Charter.
6.3.1. Individual members of the Union unite in primary organizations of the Union, which can be formed in places of work, study and service.
6.3.2. Primary organizations of the Union are formed with the consent of the district or city councils in accordance with the decision of their meeting when there are at least five members of the Union (benevolent youth).
6.3.3. By the decision of the Executive Committee of the Central Council, the status of a legal entity can be granted to the primary organizations of the Union. When considering this issue, first of all, his financial capabilities are taken into account.
6.3.4. The highest governing body of the primary organization of the Union at the level of the primary organization is the General Meeting or the Report-Election Meeting of the relevant members who are registered in it.
The general meeting is held at least twice a year in primary organizations where the number of members of the Union in the relevant primary organization does not exceed one hundred, and it is considered authorized if two-thirds of the members of the primary organization participate in it.
The reporting-election meeting is held once a year in primary organizations with more than one hundred members (with the exception of higher education institutions), in which representatives elected from among the members of the Union, who are members of the primary organization, that is, delegates will participate.
In primary organizations of higher education institutions, the report-election meeting is held at least once every two and a half years.
6.3.5. The powers of the general meeting are as follows:
- making decisions on the general activity of the primary organization;
- hearing and evaluating the report on the half-yearly and annual general activities of the primary organization;
- to elect the leader of the primary organization for a period of two and a half years;
- approval of the annual work plan of the primary organization;
- admitting individuals to membership in the Union and expelling them from membership;
- Electing delegates to their conferences based on the quota set by the higher organizations of the Union;
- making a decision to terminate the activities of the primary organization.
6.3.6. The powers of the report-election meeting are as follows:
- to hear and evaluate the report on the general activity of the primary organization in the past period;
- to elect the members and leader of the Council of the primary organization for a period of two and a half years;
- approval of the annual work plan of the primary organization;
- Electing delegates to their conferences based on the quota set by the higher organizations of the Union;
- making a decision to terminate the activities of the primary organization.
6.3.7. In the primary organization with more than one hundred members, the Council consisting of at least seven members is elected by its reporting-election meeting. Council meetings are held at least once every two months.
6.3.8. The powers and duties of the Council of the primary organization include the following:
- calling the report-election meeting, ensuring the execution of its decisions;
- to review and ensure the execution of assignments and recommendations from higher organizations;
- Allocation of responsibilities among the members of the Council and listening to their reports;
- organizing and coordinating the activities of the primary organization's sub-structures;
- admitting individuals to membership in the Union and expelling them from membership;
- considering and making decisions on issues related to the work plan and daily activities of the primary organization;
- consideration of issues related to the protection of legal interests of members and making proposals to the management of the institution and higher organizations;
- material and moral encouragement of members and captains who have achieved certain successes;
- organization of auditions, competitions and other events among the members of the primary organization.
6.3.9. The Leader directs the activities of the primary organization, and his powers are as follows:
- to lead the primary organization;
- appointment of department heads (coordinators) from among the members of the primary organization;
- acting on behalf of the primary organization in relations with the administration of the educational institution (organization, enterprise), state bodies, self-government bodies of citizens, trade union organizations and other public organizations and citizens.
6.3.10. The leader of the primary organization with the status of a legal entity has the following rights:
- to act on behalf of the primary organization without a power of attorney;
- managing the property of the primary organization within its authority;
- conclusion of contracts on behalf of the primary organization, including business contracts and labor contracts;
- issuing power of attorney;
- opening bank accounts or other numbers, using the right of first signature on all banking, financial and other documents;
- giving instructions, accepting orders that are mandatory for all employees in the state of the primary organization;
- perform actions that do not conflict with the legislation of the Republic of Uzbekistan and this Constitution within the scope of authority.
CHAPTER VII. PROPERTY AND FUNDS OF THE UNION, PROCEDURE FOR THEIR FORMATION
7.1. The Union has at its disposal buildings, constructions, housing, equipment, supplies, funds in national and foreign currency, securities, objects of intellectual property and copyrights, organizations (enterprises and institutions) and as specified in this Charter. may have other property that is necessary for the material support of the activities carried out by him and that is built at the expense of his own funds.
7.2. The sources of formation of the property of the Union and its separate divisions are:
- physical and legal, including voluntary property contributions and donations of foreign persons;
- incomes (profits) obtained from business activities and used only to fulfill the purposes of the Charter;
- funds received by state bodies, public organizations, including foreign and international organizations in the form of grants, subsidies, social orders, for the implementation of youth programs and projects;
- Funds from the printed publications of the Union;
- other receipts not prohibited by law.
7.3. The income of the Union and the structures created by it from business and other activities shall be spent only on the activities specified in the Charter and shall not be distributed among the members, participants and employees of the Union.
7.4. The property of the Union is indivisible. The right to own property on behalf of the Union is exercised by the Central Council through its Executive Committee. Local and regional councils of the Union, primary organizations with legal personality rights, dependent organizations (enterprises and institutions) do not have the right to independently dispose of the property of the Union without the appropriate decision of the Executive Committee of the Central Council.
7.5. Local and regional councils of the Union exercise the right to operationally manage the property assigned to them by the Central Council.
CHAPTER VIII. ACCOUNTING AND REPORTING IN THE UNION
8.1. The local councils of the Union shall submit the monthly financial report and the report on the implementation of the approved work plan to the regional councils by the 10th of the following month.
8.2. The regional councils of the Union shall submit quarterly financial reports and reports on the implementation of the approved work plan to the apparatus of the Central Council of the Union
by the 15th day of the first month of the following quarter.
8.3. The Union takes into account the results of its activities and submits them to the registrar, tax and statistical authorities in the prescribed manner.
CHAPTER IX. PROCEDURE FOR AMENDMENTS AND AMENDMENTS TO THE CONSTITUTION OF THE UNION
9.1. Amendments and additions may be made to the Charter of the Union based on the decision of the Congress.
9.2. After making changes and additions to the charter, the Union must be re-registered by the Ministry of Justice of the Republic of Uzbekistan.
CHAPTER X. PROCEDURE FOR REORGANIZATION AND TERMINATION OF UNION
10.1. Reorganization of the union is carried out by merger, merger, division, separation and change in accordance with the decision of the Congress or the court.
10.2. Termination of the union is carried out according to the decision of the Congress or the court.
10.3. Termination of the union is carried out in accordance with the procedure provided for by law.
10.4. In the event of dissolution of the Union, after settlement with the creditors, the surplus property will be used for the purposes and tasks of this Charter, for charitable purposes, or for other purposes specified by law.
